New conflict has emerged between staff and principals over proposed changes to the way Scottish universities are run.
Universities Scotland, who represent university principals, have called on the Scottish government to scrap the new legislation.
The changes contained in the Higher Education Governance Bill were reported by the Strathclyde Telegraph in November, and include principals having to face elections for their jobs and trade unions members being included in university courts.
The University and College Union, the trade union for academics and university staff, labelled those against the planned changes “out of touch”.
UCU Scotland official Mary Senior said: “universities need to stop trying to block these progressive measures and accept the old way of doing things is done and greater transparency is now on the agenda.”
Writing in the Herald, Universities Scotland Convenor Pete Downes claimed the changes would lead to an “impossible conflict of interest” as well as reducing the “effectiveness” of the institutions themselves.
Universities Scotland had previously implemented some of the changes set out by the Scottish Government, such as ensuring 40% of university board members were women.
But Downes encouraged the Scottish Government to remove the more radical changes from the Bill, fearing it would “create a muddle of conflicting accountabilities” within university courts.
The National Union of Students has sided with academic staff and backed the government’s changes. President Gordon Maloney, speaking to the Herald, said: “universities need to stop defending the old way of doing things and recognise the need to change and reform for the benefit of their staff, students and wider communities.”
The UCU has argued that the changes will lead to more accountability and transparency in university governance, and see this as the future for the way higher education is run.
UCU President David Anderson set out the union’s position in an open letter in the Herald, saying: “Any delay in bringing forward legislation will further stifle staff and student engagement and risk the collegiate academic ethos which has placed our institutions firmly at the heart of Scotland’s social, cultural and economic life.”
Currently the selection process for the head of the university is different for each institution.
